Update: Response from the MIAC Committee
It doesn't seem to be a form letter. According to Representative Bob Dixon, a copy of my letter will be given to all the committee members. Of course, I have no way of knowing how or whether the Committee will actually use the information I sent. But this is as good a response a nonconstituent could hope for.
